Helping to deliver Scotland's Digital Future Strategy
Application Design and Development Services Framework (ADDS)
On the 1st August 2016 the Scottish Government launched a new Application Design and Development Services Framework (ADDS) which is a multi-supplier agreement – consisting of 20 suppliers. The key aim of the ADDS framework is to provide the Scottish public sector and third sector bodies with quick and easy access to a commercial arrangement for the purchase of a range of application services from design through to deployment.
The Scottish Government’s Procurement and Commercial Directorate manages the ADDS Framework – helping to deliver savings and benefits through procurement and commercial management of contracts for the both the Scottish Government and the wider public sector.
ADDS is intended to deliver a diverse range of application services from design to deployment and can support a wide and extensive range of differing sizes, complexity and value.
This includes the design, development, implementation and ongoing support of bespoke applications and the commodisation of existing solutions.
Applications can be delivered for use on a variety of different devices, including both mobile and traditional desktop interfaces. ADDS has taken into consideration the Scottish Public Sector's Digital First Strategy and includes the following core services:
- Application Design and build
- Application Testing, including both user and performance testing
- Application Deployment and Integration Services
The following services can also be provided in support of the core services above:
- Hosting Services
- Support and Maintenance
- Data Migration
- Security Services
Digital Services (Dynamic Purchasing System – DPS)
On the 26th October 2017 the Scottish Government launched a new Digital Services (Dynamic Purchasing System -DPS) which supports the Scottish Government’s digital strategy and provides access to a range of digital skills.
The DPS operates in a similar way to a framework, however, it is an easier process as it’s entirely electronic and suppliers can apply to join the DPS at any time.
The DPS is split into three lots:
- Lot 1 - Digital Projects
- Lot 2 - Digital Resources
- Lot 3 - Cyber Security Services
